What the declaration covers. It activates FEMA's Individual Assistance program. That includes grants for temporary housing and home repairs, rental assistance, replacement of personal property, crisis counseling, disaster unemployment assistance, and disaster legal services. It also opens low-interest SBA loans. The governor requested 23 counties on Sept. 2, and the other 16 are still under review, so statewide hazard mitigation is also still pending. More counties could be added. Where it's worst. Southeast Ohio is the hardest-hit area. According to Morgan County's EMA director, some residents spent their savings repairing homes after August, only to be flooded again in September. A Long-Term Recovery Committee is now forming for Morgan, Muskingum and Perry counties to coordinate unmet needs.
